Executive Summary
The Civil Security Group (CSG), which started as the Civil Security Force Command (CSFC) in 1980 was tasked to exercise administrative and operational control in the regulation of the firearms, explosive, and private security industries.
In line with its vision: imploring the aid of the “Almighty, by 2020, the PNP-CSG shall be a highly capable, effective and credible firearms, explosives and private security industry regulatory body towards a secure, orderly and safe environment, and its mission: to efficiently and effectively administer regulatory services on firearms, explosives and private security industry”, the Group has initiated policies, programs and activities intertwined with its core values: Client-friendly, Service-oriented, and God-fearing.
Towards the realization of this endeavor, the Group remains steadfast in its undertaking giving importance on the following perspectives: “Community, Process Excellence, Learning and Growth, and Resource Management” and the mobilization of the stakeholders to gain their active support.
With this, the Group greatly contributes to the attainment of an excellent public order, safety and security services that help achieve PNP’s vision of becoming a highly capable, effective and credible police service by 2030.
Resource Management
On Logistics Management Program, the Group, through the Supply and Facility Section, conducts quarterly inventory property which includes facilities and equipment. Likewise, to better instil logistics management, the CSG created the Property Inspection and Audit Team who takes responsibility for the inspection and inventory of PNP supplies, properties and equipment to ensure property accountability among its personnel and keeping of records of all supplies.
On Procurement Management Program, in compliance with RA 9184, otherwise known as the Government Procurement Reform Law, all procurement chargeable against the 2018 General Appropriations Act and PNP Trust Receipts were subject to public bidding. As such, the CSG Bids and Awards Committee (BAC) provided its dedicated BAC Secretariat office to manage all procurement related activities.
Likewise, members of the CSG-BAC Technical Working Group and its Secretariat underwent orientation on RA 9184 and participated in the early procurement workshop for 2019 in line with the 2019 National Expenditure Program. As a result, the procurement for administrative and operational supplies for the first quarter 2019 has already commended.
On Personnel Distribution, as of December 31, 2018, CSG has an actual strength of 663 PNP personnel or 78% out of its 849 authorized personnel strength. Of this total, 147 were assigned at Headquarters CSG, 175 to FEO, 102 to SOSIA and 239 to different RCSUs.

The 663 PNP personnel of this Group is composed of 119 Police Commissioned Officers (PCOs), 442 Police Non-Commissioned Officers (PNCOs) and 102 Non-Uniformed Personnel (NUP) distributed to HCSG, FEO, SOSIA and different RCSUs.

On Mobility, the Group’s mobility assets and its documents is regularly updated, likewise, its seventeen (17) vehicles is distributed to HCSG, FEO, SOSIA and RCSUs broken down in to three (3) motorcycle and fourteen (14) light transport vehicle (LTV). Moreover, HCSG has one (1) LTV that is beyond economic repair and two (2) unserviceable vehicles, while FEO has one (1) unserviceable motorcycle.

On Issued Firearms, as of November 30, 2018, the Firearm Data Sheet is being maintained to keep updated firearms records of personnel. Likewise, CSG has a total of two hundred fourteen (214) firearms issued to its personnel composed of nineteen (19) caliber 45 and one hundred ninety five (195) 9mm caliber pistol.

On Financial Management Program, the report on monthly distribution of the Maintenance and Other Operating Expenses (MOOE) of CSG, with the corresponding acknowledgement receipts, is regularly submitted to higher headquarters to advocate transparency. Likewise, this Group has been allocating percentage of MOOE for the procurement of government supplies, materials and equipment in accordance with the law. Procurement is based on the basic supplies and materials that this Group needs in implementing the CSG’s plans and programs which is priority-based activities of its different divisions and its two (2) regulatory offices, the Firearms and Explosives Office (FEO) and the Supervisory Office for Security and Investigation Agencies (SOSIA).
Further, the 15-85 distribution scheme is being observed in the distribution of MOOE with the FEO and SOSIA including the sixteen (16) Regional Civil Security Units (RCSUs).
Furthermore, the 5% of MOOE of CSG were allocated for Gender Awareness and Development (GAD) programs/projects as mandated by law.

CSG Trainings/Seminars
This Group has conducted two (2) Orientation Seminars for the newly assigned CSG personnel attended by 108 personnel to be assigned in different RCSUs nationwide. This orientation seminar tackles about Moral Recovery and Values Formation, Gender Awareness and Development (GAD), Human Rights, PNP P.A.T.R.O.L. Plan 2030, Protocol for Explosives Incident Investigation and CSG Mandates.

38th CSG Founding Anniversary Celebration
The PNP-CSG led by PCSUPT REYNALDO G BIAY, Acting Director, CSG, has celebrated its 38th Founding Anniversary on October 9, 2018 at the PNP Multi-Purpose Center, Camp BGen Rafael T Crame, Quezon City with PDG OSCARD D ALBAYALDE, CPNP as Guest of Honor and Speaker and was represented by PDDG FERNANDO H MENDEZ JR, TDCA.
One of the highlights of the celebration is giving of awards and recognition to selected CSG personnel, stakeholders from firearms, explosives and private security industry in grateful appreciation to their outstanding accomplishments for the year in support to the mission and vision of CSG and the PNP as well.
CSG Family Conference
The CSG conducts quarterly Family Conference which serves as an opportunity to evaluate its performance specifically on frontline services and other compliances required by the higher offices and various directives and instructions of PRRD. Likewise, it serves as venue for Strategy and Operations Review in reference to the unit’s scorecard under PNP P.A.T.R.O.L. Plan 2030.
Process Excellence
Improve Crime Prevention
The security personnel of Private Security Industries serves as the PNP’s Force Multipliers in terms of information and intelligence gathering within their areas of responsibility.
Also, they are regularly briefed on their roles as members of the Barangay Peacekeeping Action Team (BPAT). The key officers of CSG, SOSIA and RCSUs provide lectures or speaking engagements to educate its clients and stakeholders on their primary duties and responsibilities as BPAT especially in assisting the PNP in target hardening, public safety and crime prevention. The important role they play is continually emphasized and disseminated.
Inspection Teams of this Group continuously conduct administrative compliance and operational readiness inspections including conduct of random admin and post-to-post inspections to ensure compliance of different stakeholders to the policies and regulations of FEO and SOSIA.
Operations
Presidential instruction regarding turn-in/recall of light weapons (LWs)/High-Powered Firearms (HPFAs) of Private Security Service Providers (PSSPs) except Government Security Units (GSUs)
As of December 31, 2018, 3,322 or 55% out of 6,054 firearms were already turned-in/recalled from different PSSPs in connection to PRRDs instruction to prohibit security agencies from using HPFAs, likewise, limited to use shotguns and handguns only.
Further, this Group through FEO and SOSIA is no longer issuing permits/licenses for LWs/HPFAs to Private Security Agencies (PSAs) for deployment since the promulgation of the president and in compliance with the Presidential Instruction “to cease issuing permits for high powered firearms of private security companies”.
Inspection (FEO Matters)
Inspection of firearms and explosives entities is regularly conducted to ensure their compliance to the safety standards set by the PNP.
Likewise, for the period January to December 2018, a total of 2,479 inspections conducted to different firearms and explosives entities such as, Gun Clubs, Gun Stores, Shooting Ranges, Firecrackers & Pyrotechnic Devices (FCPDs), Controlled Chemicals (CCs) and Explosives & Explosive Ingredients (EEIs).

Ligtas Undas 2018
This Group intensify the conduct of post-to-post inspections in relation to Ligtas Undas 2018 to posted security guards at various bus terminals, cemeteries, malls and other places of people convergence.
During the course of the inspections, a total of thirty eight (38) posts manned by security guards and deployed by twenty eight (28) security agencies were inspected. They were reminded to be on heightened alert and to strictly implement vehicle, pedestrian and baggage screening to deter crime and terrorism. Further, different violations were noted resulting in the confiscation of various firearms.

Implementation of Cease to Operate (CTO) Order

In 2018, the CSG and SOSIA intensified campaign against Private Security Agencies (PSAs) with Cease to Operate (CTO) order which resulted to the confiscation/recovery/surrender of 1,025 firearms. Of this total, 526 firearms were confiscated/recovered/surrendered from January to June 2018 while 499 firearms from July to December 2018. In line with this, the PNP, through CSG-SOSIA also issued guidelines to PSSPs except Government Security Units (GSUs) on possession and use of firearms classified as Light Weapon (LW)/ High-Powered Firearms (HPFAs). The CSG-SOSIA came up with the Operation Plan to implement the CTO orders nationwide.

FIREARMS AND EXPLOSIVES OFFICE (FEO)
The application for License to Own and Possess Firearms (LTOPF) is one of the frontline services being offered by FEO. As of December 31, 2018, a total of 90,504 LTOPF applications were approved for individual applicants. While, 72,885 approved on the firearms registration. On the Juridical Entities, a total of 693 LTOPF and 30,913 firearms registration applications were approved.

Likewise, 3,222 verification requests were received/complied to requesting parties. Moreover, 13,882 requests for verification were received/complied via GMAIL. Further, 3,221 certifications were issued to courts and prosecutors.

On Gun Club Recognition, a total of 189 certificates issued to different gun clubs. Of this total, twenty nine (29) were new and 160 were renewal. Likewise, on the Accreditation of Shooting Ranges, a total of 209 accreditation of shooting ranges were approved. Of this total, thirty nine (39) were new, 163 renewed and seven (7) for the Government Shooting Ranges.

For the period from January to December 2018, a total of 18,584 certificates were issued for the Gun Safety and Responsible Gun Ownership Seminar (GSRGOS). While fifty seven (57) Authority to Conduct and eighteen (18) authentication of certificates for GSRGOS issued to individuals. Likewise, 145 authority to conduct shooting competition were approved/issued. Further, thirty seven (37) permits issued to individuals applying to possess reloading machine and 1,161 airsoft/airgun registration issued to individuals. Furthermore, 316 certificates of inspection and sixteen (16) certificate of under process were issued to different entities. Moreover, 3,541 firearms verification has been recorded and three (3) firearms tagged as lost. Additionally, a total of 24,050 order of payment issued to individuals.
